Is there normally a minimum amount of time the car should be on the dealers books for before they sell it, or are they ok to register today and sell tomorrow?

Something to do with vat is in my mind..

Pre reg is just to improve the dealers figures, so they look like they are shifting more than they are to the manufacturer

It may also be if the car has been in stock but unsold for too long i.e. they have 60 days to pay the manufacturer for it.

So they pre-register it and offload it at a discount to get it off the books.

Pre reg can usually be sold immediately. If they've registered the car as a demo to allocate more bonus to it they might have to hang on for a few months.
