Riddle me this!

I have had occasion to travel back and forth on the M1 over the last couple of weeks.
My journey home is nearly always in the dark and I've notice quite a few cars that do not have any lights on (rear)but seem to have something on at the front. They could be side lights or driving lights.
What I want to know is, is there something that the driver is doing wrong to make this happen? It seems that most of the cars involved are 13 plate ones, of different manufacturers, so it's highly unlikely that all of them have defective rear lights when they have some on at the front.
This isn't meant as sexist but all of the drivers I encountered were women. One, who I tried to signal her that she had no rear lights, mouthed obsenities to me that would make a navvy blush (I can lip read!)
Any thoughts appreciated.

I don't understand why it's mandated to have bright lights at the front, but nothing at the back.
I made the mistake with a courtesy Fiesta last year. My car has auto headlights, so I'm used to just jumping in and driving off in the dark. The DRLs are bright enough to show some light to the front and the dashboard was all lit up. It was only once I was out of the well-lit suburban area and onto properly dark roads that I realised the lights weren't actually on.
