Witnessed a dog attack

Whilst at work today I witnessed a GSD puppy attacked by a larger dog, I actually managed to catch the attack on my dash cam, after the attack the owner casually walks off with his dog past my camera, now the thing is its the 3rd time in 5 weeks that I've seen this particular Boxer cross go for smaller dogs but its the 1st time its got one.

My question is would the authorities be interested in the footage or as usual just put it down to a dog on dog attack and write it off?

Dog on dog attacks can be taken seriously, owners have been forced to ensure their dogs are muzzled in public as a result of such attacks. I would report it. Get dog wardens involved (phone council)

I hope so.

Also provide a copy to the owner of the GSD puppy?
