What is this (fugly car alert)

Saw this in Sandhurst lunchtime, quite an old car (f reg first time round) unless it was a private plate. Don't recall seeing one before, is it rare, or have I just been fortunate?

Mitsuoko (sp?) Viewt based on Micra. It's a private plate, they were made in the 90s.
