Dash command won't do it (I have this and durametric pro), I'm not aware of any app that'll do it with an OBD dongle as your only reading the basic OBD 11 (emissions) and not the protected area of the ECU where the RRs are stored.

The over rev registers are probably read via a Mode 9 query to get "in use" data. Generic OBD2 tools do not support this query (other than maybe using it to get VIN (Mode 9, IIF (InfoId) 2).
Or possibly there is a Porsche proprietary query to obtain this data. I've never snooped the Porsche bus when this query was submitted to the car's electronic controllers to obtain the raw query message (and response).
