Stupid question. Follow the tires upwards in this picture and there is a horizontal bracket on each side. They are both rotten away. I have no idea what they are!

brackets for 'side step' / protection bars that were neither steps or actual protection ?

I'd say the same. Someone has fitted side steps then they have later been removed, but the brackets have been left in place (probably because they were too rusty to be any good).

Me too... Side step brackets.

Get rid of them before you take it off-road, catch them on something and push them into your tyres.

Just to be different, I'm going to suggest they're mudflap brackets.

They're for high speed reversing manoeuvers. A bit like this post...

If it turns out I haven't bought an old knacker some 31s and steelies are going on.
