A friend of mine runs a mobile disco, and as he doesn't drive, his dad runs him about. (I think his dad likes the change of scenery every weekend).
So, he parks his car outside his house which is at the end of what would be technically a cul-de-sac if it were not for the manual gate levels crossings that are almost always closed.
No-one uses the road as a through route, as everyone knows it's a waste of time, and this had been the case for the last 30 years or so.
Across the road from his house are double yellow lines, but about 6 feet of scrub onto which you can park your car with perhaps a 1 foot overhang onto the road.
Again, this is a very quiet road, and residents have been parking like this ever since I can remember, and indeed them.

Anyway, one saturday night (at almost midnight) the dad goes out to pick up his son, and there's a parking ticket on his car, with 23:49 on it!!!!!!

NO-one has every seen a traffic warden - ever - and certainly no beat bobbies. This is after over 30 years of parking there.

So, he phones the police - no idea, pohones the council who say that yes, you shouldn't park there, hence the ticket, and he should park in the open car park nearby. He does this on monday night, and gets his car broken into.

it gets better, He calls the council again, and they say he needs to get the car garaged. GOOD NEWS, his mate, with a (council) garage who lives nearby says he can take over when he moves. So, DAD rings the council and they say yes you can have it for a peppercorn rent
Great news. BUT then they say, 'oh, it's an old type garage and we can't rent them out anymore as the conditions have changed, but if you demolish it and build a brick one at your own expense, we'll happily rent it to you!'

Sorry fo thr long one. Councils, you can't beat them can you!

Get a letter from each of the residents on the cul-de-sac, and present them to the fella when you appeal the ticket.

Has it occurred to you that somewhere in interwebspace, there's probably a post to the effect of:

"My bloody neighbour keeps coming and going at all times of the morning, lugging gear around and disturbing us, parking illegally, and he's using his car for business purposes and I know for a fact that's it's not insured for it...etc...."

It would appear that if they've never seen a traffic warden there in the history of mankind, the council must have found out about it from a third party......
