A wild guess cos i dont really know....
...I think..the fans are controlled by the ECU...I also believe that there are some sensors that pick up when the engine is be turned over/running..(timing??)..so when the ECU detects engine revolutions, it sends also a signal to the fan switch??...this is completely a wild guess and could be utter bull$**t...in which case you have an electrical fault!!
