BUT... that ignores one detail. It'd massively increase the tax burden on heavy fuel users - and VED rises have explicitly "gone light" on HGVs over the last few budgets, because high fuel duties are already causing them to be uncompetitive.

Interesting, but aren't HGV's very expensive to tax (not looked TBH) Given VED is a green tax now by its bands ditching it altogether & taxing by fuel useage (rather than frigged CO2 figures) would make more sense?
