Making a charging car park free? where to start?

Car park charges as I understand are a way of councils to manage limited parking area/space though charging to enable everyone to use said parking space by limiting their time. There are meant to be laws (per guidelines) to stop councils making a profit/extra tax from these activities.
Where I live there is a public car park on the cliffs that I use for surfing when there is a wave. In the winter the only people who use this are surfers and people who walk their dog. Out of about 200 spots (its a grass field) there's never more than about 8 cars. During the summer and tourist season its gets pretty full. Now in the winter I'm finding it offensive to be paying when it empty all the time, and the other morning I watched some 'old boy' get a ticket on his car after walking his dog. Talking to him he's lived there all his life, but now can't manage the walk to the beach and the walk itself, so chooses to drive down so he can still enjoy walking the dog on the beach.
How can a council justify this during the winter season? As they are suppose to be working for our services, so we not have a say or rights in the matter? Is there any avenue or legaI way we have to challenge this?
