Discovery 300 Tdi - Heater Poor - Engine Warm Up Time

Hi all, our 95 model Discoverys heater has all ways been poor, it's an Air con equipped non sunroof model that we believe was an export when new ( Japan maybe ? ), but we have no previous history. The air con doesnt work either. I have tried bleeding the system by removing the bulkhead heater hoses. She takes an age to warm up, ( despite a sheet of card that I placed just behind the grille )
I fitted a new genuine thermostat last year.
It has 2 electric fans in front of the main radiator which appear ? to be for cooling of the smaller Air Con ? Radiator which sits in front of the main radiator.
Any suggestions much appreciated !

Don't assume that just because you replaced it the stat is OK.
The small fans are for the aircon. However, if the engine temp gets too high they will switch on to assist the main fan.
