Pre-pay cash cards

I seem to recall that you could get pre-pay cash cards whereby you load them up with cash and use them to access it at ATMs, which is ideal for me to get for my daughter in case of emergencies, but all I can seem to find now are so involved that I may as well be opening another bank account.
Can anyone recommend a good top-up card - no fees (or low fees), just for access to cash at an ATM so I don't care about it being VISA, MC etc? It may not be used for long stretches so I'm dubious about paying monthly fees.
