Best speed/ rpm for economy on Vivaro van?

I have been experimenting with different cruising speed for my 2005 1.9 6 speed van.
For some reason I seem to get better economy at 70 at 2300 revs than 60 at 2k revs.
In my old 2.5 Legacy and Omega the slower the better mpg wise but they were 4 speed autos.
It isnt scientific at all and got me thinking, can you tell the most economically rpm from a power chart ?
Had a look at vivaros and peak torque is at 2k to 2600rpm and peak bhp at 3500rpm. The turbo doesn't really spool up til 1800rpm when the torque starts to build.
So how does it work, driving in the peak torque band the most economical? with or without the turbo spooling? or can you not tell anything from any of these things and it is dependent on each engine?
I would love it if there was a way to find out a test best cruising speed for different vehicles. They used to publish the old 56mph but that wasn't necessarily the best speed for mpg just a standardized speed.
