Am I missing something?

It seems a common theme on these threads that the VED will no longer transfer to the new RK if a car is sold. However I can't find any evidence of that. The changes appear to be the removal of the requirement to display the paper disc and the ability to pay by DD (monthly, bi-annually or annually).

If VED is in place for the car it still seems to transfer with the car. The new system does not appear to automatically refund the previous RK when DVLA is notified of a new RK.

Obviously if the previous RK paid monthly they are going to stop that (or DVLA may automatically stop it), and I can see there could be the possibility of the previous owner claiming a refund of the remaining part of an annual payment without the new RK knowing, but nothing that the refund is obligatory.

ha... i wonder if this might result in peak sales of cars occurring on the last day of every month! the seller doesnt lose out and the buyer gets a full 1st month.....
