You can obtain a certificate of residency from HMRC here:

This is the UK/France double tax treaty:

Broadly speaking, you will pay tax in France on that income, and then receive a credit in the UK on your tax here. They require the certificate to confirm which country you are tax resident of to confirm which country takes preference and which country you receive the credit in.
