Queen's Speech, The Mobile and a Numpty Cyclist!

As Street
told us ages ago ... the penalty for the hand-held mobile is to increase to £60 fine and 3 penalty points. This was mentioned in the Queen's Speech today ...
However... chances of being caught ... given less police
... about the same as being caught drink driving these days given that the same government statistics indicate increase in accidents attributable to alcohol.
Which explains why so many continue to do this despite the ban and despite the "hands free" gear, etc....
But today.... saw a cyclist .... ignore a red light, wobble, collide with a pedestrian (who was winded but otherwise unhurt) and the cyclist was yelling that a motorist had caused him to fall off.
I went back to my car, fetched my own mobile phone and started to dial 999 telling the cyclist that
1. He had gone through a red light.
2. He had collided with a pedestrain
3. The car in question had turned left long before he reached the other side of the crossing.
4 The pedestrian was a witness.
5. I saw the whole thing from my position as first car at the lights. I also added that I was a doctor and that was why I was examining the lady
He started off on one over that as well. I also examined him and found that he had cut his knee. He turned a bit pale on learning I dealt in lurgies 
I did the decent thing, cleaned it and stuck a plaster on it. (I know -- too nice)
6. The reason why he was oblivious to the traffic lights and was not in control of his bicycle was because he was nattering on his mobile phone and the police would be able to check the phone
Now you all know by now that Wildy and self are firmly in the
camp to using the pesky thing when driving but....
if motorists get clobbered over this for not being in control ... then the same law should apply to our muesli munching friends as this impairs handling of a pushbike more than it impair control of a car
