Cheap to run Van with 4 seats?

Friend looking for a cheap van for work but one that can also carry his wife and 2 kids.
Also needs to be able to tow a 1200kg caravan (no, he's not a p%key!) :-)
He gets 12ppm for work so it needs to be cheap-ish to run, 35mpg minimum.
Budget is probably £2000-2500.
He does £20k+ miles a year so if it can last 2 years he would be happy.

Hadn't thought about the insurance issue.
What if it was manufactured as a 4/5 seater?
You see loads of transit type vehicles with seats in the back and windows in the side sliding doors.
Berlingo etc.. is too small really re. towing.
His wife has a Berlingo 1.6HDi and it won't tow his caravan hence the need for a 4 seater van.
Berlingo financed and he can't afford to change it.

How heavy is the caravan? Some kind of cheap/unfashionable people carrier (Peugeot 806?) might be worth considering for this job. Van-like space, with 5 seats and less dodgy image. I've heard some caravan sites aren't too impressed with Transit vans towing caravans, as they assume you're a gyppo.Because of a colleague abusing the car allowance system his company operate ie. trying to passoff an Audi TT as a practical work vehicle his copmpany have insisted they must now use vans or else I would have suggested an MPV.
