Headlight aim too low?

One of the failure items on the MOT for my A6 was "offside headlight aim too low" - the tester said that they tried to adjust it but couldn't get it to come up enough and it most likely requires a replacement headlight unit (they only do MOTs, so aren't trying to sell me a headlight)
I'd rather not spend £80 on a headlight on top of the other things that need doing - is the adjustment mechanism likely to be user serviceable?

Is it a Xenon/LED projector or halogen reflector? Is it the auto levelling function or manual adjustment that they're saying isn't working?
The levelling adjustor should be on the back of the lamp and could be like a coke bottle top or screw fixing depending on the manufacturer.
If you line the car up in front of a wall you should be able to turn on the lamps and turn the screw and see the beam move against the wall. If it doesn't adjust then I don't think they're intended to be serviced because normally the internal workings are sealed inside the lamp lens and housing prior to being bonded together.
ETA, looking at your profile I'm guessing it'll be a halogen reflector in which case try levelling it yourself manually with a screw driver and see if it works, if not it's likely you'll need the new lamp, sorry.
