M25 roadworks, rectangular holes filled in on carriageway.

Any one know what on earth these are? On both sections of the M25 Roadworks, there are sequences of rectangular filled in holes, about 15 feet apart, and roughly 10 inches by 24 inches (ish).The sequence can go on for several hundred yards, and it's too uniform to be potholes.
The reason I ask, is I hit an unfilled one a couple of months ago, and surprise-surprise they have rejected my claim for my wrecked tyre and cost of wheel alignment.

If its the ones I'm thinking of it strikes as where the cats eyes used to be, owing to the size, location and spacing

Where they burn off the white lines, damaging the surface underneath and then leave it to fall apart

Thanks Guys, both of those explanations make sense, and might add weight to my appeal that they were negligent in not filling one of them.
