At traffic lights.......

Numpty moron in front stays daydreaming whilst the lights go green. Is it legal to give the horn a quick blast to wake up said numpty moron? 9.50am, 2.10pm, 2.20pm and 3pm if that makes any difference.

Re simple straight forward horns on vehicles:

Reg 99 MV Con and Use 1986 states that no person shall sound, cause or permit to be sounded any horn fitted to a vehicle:

(a) whilst STATIONARY on a road, AT ANY TIMEe, other than times of danger due to another moving vehicle on or near the road OR
(b) in motion on a restricted road (30mph) between 23.20 and 0700 hrs the following morning.

Exempt are reversing horns, alarms re theft and a bus driver to summons help for himself, conductor or Inspector.

Rule 92 in Highway Code.
The horn. Use only while your vehicle is moving and you need to warn other road users of your presence. Never sound your horn aggressively. You MUST NOT use your horn
while stationary on the road
when driving in a built up area between the hours of 11.30 pm and 7.00 am
except when another vehicle poses a danger.
Law CUR reg 99 .

Useful rule most of the time, ignored most of the time and useless in this and every similar case!
Must have to wake up Left filters at one particular set of traffic lights most mornings. At home, they fall asleep waiting for T/L to change in thier favour after a 4 minute wait with nothing happening.
What you supposed to do - get out of your car and politely ask them if they'd mind moving? No good flashing headlights as you're so close to them they won't see them anyway.
Solution?
You simply creep up to his bumper and toot horn while doing so - well you are moving, aren't you?

Four different incidents around Bristol on the same day. I think either someone's spiked the water supply or all these zombies have been getting no sleep due to staying up through the night watching the so called celebs playing in the jungle.

Yep, taxis are always in motion, they never actually stop to let you in and out!!!
