Is this undercoat/prima?

I'm pretty retarded when it comes to this so sorry in advance. I always thought prima etc. was grey/white? Where these black originally? I'm confused please help

Yes - these were, but those weren't. They, however, might be.

Is what exactly undercoat or primer? Do you have a picture? A make/model/year of car?

The paint is flaking and it's black underneath they are team dynamic wheels. I'm struggling with uploading a photo.

Team dynamic alloys have a black basecoat, then a "chrome" effect over the top

Oooo so it could be, it's like a matte black. It's just the paint is coming off really easy.
