Torque steer and wandering.

Last week I got my winter tyres taken off and my summer tyres put back on my Celica TS. I bought new two new Rainsport 3's and used the two half warn 'HIFLY Challenger' tyres that came with the car when I bought it.
I was going to get the RS3's on the front axel, but the guy at the tyre shop suggested that the grippiest tyres should go onto the back axel as I'm less likely to loose the rear end that way. So I said yes to that.
However now I am getting a lot of torque steer and the steering sort of wanders on a seemingly flat surfaces.
When I first got the car last august these cheaper 'HiFly' tyres were fitted on the front and for cheaper tyres they seemed ok, no where near as bad as it is now.
When the 'Lift' kicks in it gets pretty hairy as you firmly grasp the wheel trying not to steer into the nearest tree.
So what is it most likely to be?
Is it likely to be the cheap tyres, or could the tracking or wheel balancing be out?
EDIT: I'm going to the EVO Triangle in a few weeks so I want to sort this before I go.

However, if I understand your current setup correctly, you still have two crap tyres on the back of your car, which is not really the ideal state in which to thrash it round the Evo triangle.
Depends if he is a driver or a motorist!!!Eg could he deal with a little oversteer if yes safer if not no !!!
