Notice of Offer of Fixed Penalty query

Quick question, I have received a pink copy from for driving at 75mph in a 60 limit on the A75 at midnight. I made no comment at the time of the alleged offence and when I got home I see the form hasn't been signed by the Police Officer, his name and number is on it though. It offers me the £60 plus 3 points within 28 days.
As it hasn't been signed is it within the law and will I still have to pay up?

Speed mentioned brings you within the Conditional Offer scheme.

But -Conditional Offer SENT out where FPN has not been issued.[S 75 RT Offenders Act 1988]

I believe you have been given a FPN for speeding which you have to produce to Mags Clerks Office with you DL and 60 notes.

Under S 52 (3) RTO Act a FPN MUST state that :

a. No proceedings can take place within 21 days of issue,
b. amount of Fixed Penalty
c. the Clerk of the Court where it can be paid.

There is no requirement, as far as I am aware, that the FPN MUST be signed.

Need not be signed, it's an offer of blackmail from the cops. Pay up and we'll say no more, nudge nudge. Don't pay, and we'll take our chance in court - and it is a chance. If you query signature and don't pay, it will go to court. If that's your best defence, overlook their error, and pay up. He might not have signed it, but in court plod will no doubt remember it was him who stopped you, where, when and why.
