Talk me out of a Panda 100hp...

Recently been looking for a second car for my girlfriend to drive and to do the odd track day/b road trip in.
The problem being , I'm 22 and she's 19. Insurance is the problem.
First was looking at a clio 172/MX5 etc. but even the 90bhp MX5 is astronomical to insure. I put the details in for a 100hp and it came out at a reasonable-ish price.
My last car was a Clio RS200 which I loved, is it asking too much for the little FIAT to be of a similar ilk (obviously with half the power!) The daily is an M135i so I'm not too concerned that it won't light the world on fire.
Any other suggestions for a cheap to insure, fun to drive little car (106 1.3 Rallye?) are appreciated.

I don't know if any of these will help, I've basically tried to find cars that aren't massively popular with younger drivers (apart from the Peugeot and MG), may help with insurance and some older cars may be insurable as modern classics (If you can find a company that would insure a younger driver on a classic policy)
