Need a new challenge

Ok so this is slightly off topic but I've come to the realisation that I need a new job or a new challenge at least.
For the past four years I've struggled through two redundancies and for the last two years I've been working in a role that was originally only meant to be for 3 months.
My career has basically been stalled since my first redundancy in 2011. I was working hard to get promoted at the time after being at the same level in the company for the previous four years and thought I was on the brink of promotion but the company hit hard times and had to lay off 50% of the department I worked in, including me. Since then I worked in another company at the same level for a year before being made redundant again due to poor company finances. I was kept on though in a new freelance role for a year and a bit working on a project basis. For the last few months I've been working in the same role but for much less money (won't bore you with more details).
So to sum up, due to two redundancies I've been at the same level in my industry for the last 7 years. Meanwhile colleagues from old companies have been promoted left right and centre. I'm pretty depressed by it all really and want to do something about it but don't know where to start.
Is it just me or do people who shout loudest get promoted all the time regardless of talent?

You're obviously not good enough!
they kept what they thought were the best 50% when they had the round of redundancies. the fact that noone else has spotted your potential and you have subsequently stagnated pretty much validates the original employers position.
I tried to think of different ways to soften it, i really did, but that is exactly how it reads to an outsider.

Brilliant textbook PH response. Had a bit more of a think since the original post and realised a major factor influencing whole issue is the fact I've not had a line manager for the last 2 years and before that I had various ones who were part time and not interested in developing their team members. Gonna have a good night's sleep and crack on tomorrow along with reminder to the big boss that I've not had my appraisal (nor had one for 2 years either!)
In the current climate I say congratulate yourself on being a survivor, and not out of work.

You really do need a champion in a career I think. If you don't report regularly and directly to anyone there's nobody to have your name at the forefront of their mind and nobody to fight your corner. You make their life easy and be the guy they can depend upon and they'll make sure you're rewarded.
I maybe wouldn't sack your industry just yet, if industry experience is valuable and assuming your industry isn't on its arse anyway. Next interview though, be sure to find out what the reporting structure actually is and I wouldn't be afraid to explain why - although stick to the positive and constructive reasons rather than reflecting on what's gone wrong recently.
