Write off information?

Is there any database that keeps record of the reason behind a write off?

I'm currently looking at a Cat C car but Im interested to know why it was wrote off. Stolen/crashed/flood damaged ect.

As far as I know there is no formal documentation of why a car has been written off. One could argue that anyone putting a car-D/cat-C back on the road should really have kept documentation to prove it, though.
