Fine tuning - idle CO - knackered AFM?

OK so engine is running so decided to run a Lambda up it's jacksy to see the idle CO.
Waaaaaay too rich at 0.81 lambda and no amount of unscrewing the AFM adjustment would lift that. Screwed the adjustment screw in (took 11 turns!!) and then screwed out 2.5 as per Honest Johns EFI guides. Result = 0.71 you could almost see the fuel gauge moving lol.
Enter Hallsies AFM which gave 0.91 straight out of the bat - just about right to pass MOT.
Back to mine and the adjustment ran out at 0.81 - that was the leanest it could do.
They must have unscrewed it to the max for MOT and probably explains why TPS was set to 0 V at idle to try and lean off further!
Could something be blocked? Do I need a new AFM or can I service this one?

I think mines giving problems too, I noticed the black cap had been removed in the past, and been relocated using some sort of sealant, but it's started to lift.
I read somewhere this cover must be completely sealed and air tight otherwise it can cause probs.
Managed to locate a boxed new old stock unit, will see if that makes any difference
What should the settings be?

The theory behind sealing the cover is that air might be drawn through the shaft bearings on which the flap pivots, effectively bypassing the metering system and affecting the fuelling.
