It is later rather than earlier in the Flatnose Morris run as it is on three stud wheels before the transition to five stud as in the advert Similar to this one: http://www.carandclassic.co.uk/car/C143169

BU is an Oldham issued plate. This series ran from 1903 to 1937, so can't pin point the date, but the area fits!
Yes the owner with the hat actually lived in Shaw, near Oldham.
