What's up with the M62? Afternoon hard shoulder never "live"

Anyone any idea what's going on? The westbound M62 hasn't had the hard shoulder running for a couple of weeks now in the evenings - it's a total pain in the arse. There's never been a breakdown or crash to cause it, either.
Years of inconvenience, millions spent, and they can't even switch it on

Millions spent to not improve anything, well, at least on the Westbound section coming up to the M1/M621.
Now we get the whole motorway dropped (including the free flowing 3rd and 4th lanes)to 40mph as the 2nd lane to enter the M1/M621 north is stood/congested, due to the three sets of traffic lights needed to get around the roundabout. Well done muppets.
Now the whole section of the M62 Westbound from the A1 to just before the 'Managed' - now congested section, is all now 50mph specs controlled. This is for the next 12 months, due to 'upgrading technology', i.e. new overhead signs and CCTV cameras. Well done again muppets.
Now we have the managed section, and permanent (for the next 12 months) 50 mph section, it takes far longer to get into Leeds. I thought lowering speeds, and managing the flow is supposed to reduce congestion/travel time/polution etc, when it does the totally opposite.

ds.Have to admit, I love the managed motorway. Didn't know it wasn't working but I don't go west in the evenings. When it is switched on it totally transforms it for the better in my view. It is supposed to be sensor controlled so it switches on at congestion time. Maybe one to email to the HA?

Agree the 40mph on the m1 is bonkers. You can do 60-70 mph on a single or dual carriageway, with nothing between you and concoming traffic, travellling past cyclists, pedestrians, tight bends, even children on pavements and that is all fine and dandy. But if a handful of men happen to be working a few hours a day on a huge section of the uks safest roads, it is necessary to lower the speed to that of local roads. Beggars belief it does. I'm all for safety, but a bit of pragmatism wouldn't go amiss either.

I don't understand what they do to the roads at the best of times, I just want to be able to drive down a road (any road) without having my car shaken to bits, but one thing truly befuddles me:
Why do they take seemingly free flowing 3 or four lane motorways and reduce them permanently to two lanes?
The main one which springs to mind is Northbound opposite Meadowhall where the cooling towers used to be; Four lanes, only two used.

Is that on the bridge? It used to be 3 lanes (plus shoulder), reduced to two (plus shoulder) - and probably just two if they are doing work on it. Why do they take seemingly free flowing 3 or four lane motorways and reduce them permanently to two lanes?

I think the reductioncwas for some kind of safety reasons as they were re-pinning the bridge for a few years when they introduced that. It also ga e meadow hall two lanes rather than one as the queues there used to be terrible and disrupted the traffic who were continuing north.
