On my 993RS they seem to have always been sh#te, don't know wheter it's normal or they are perished?

How often do you drive the car....if they don't work well...replace them..Easy!
Bosch fitment are available for about £10 a set at eurocarparts they can be fitted in minutes,

I replace mine as sson as they don't glide smoothly across the windscreen. This tends to mean every 6 months. Seeing where I'm going and not being distracted by squeaking or dragging is very important to me.

I've heard that DER replaces his every time he goes to Leicestershire

6 months to a year depending on use.

I was once adviced by a motorsport chap when we were talking about tyres etc, he said rubber (tyres/w.blades) is hardened and loose flexibility after exposure to cold. Hence after winter the blades don't work well (?and same goes with tyres). But then they are not expensive to replace, I tend to just replace them went they start smearing and juddering.
