How do I get someone mental health help?

I've had ongoing problems with my sister for 14 years now, and I need help as I don't feel like I can go on for much longer. She has been constantly abusive towards me and used to become violent (which stopped when I became old enough to defend myself). She has recently moved back into the family home, and at first I thought she had calmed down, but she is back shouting at my mum and I for no reason like she used to. I think she could have schizophrenia, as she doesn't seem to be aware of what she is doing. She is very close to my mum as she has never had any friends, and she is the only person that she will talk to. My mum is enabling this to happen by sympathising with all her complaints, and ignoring any abuse which she receives. After my sister left, my mum got herself a social life, and was out regularly with friends. This has stopped since my sister came back. My mum denies that there is a problem and makes excuses for her behaviour. I feel stuck as I don't know how to resolve this. I've been told that the waiting lists to see a professional are months long, and I'll be moving to the other side of the country soon. If I thought that moving away would solve the problem I'd leave her to it as I gave up a long time ago (as selfish as that is). I need to find a way to get her help, and probably help for myself also!

Not a huge amount you can do as your mum is likely to be considered the 'nearest relative' for the Mental Health act processes Thanks in advance.
short of engineering a s.136 situation or a situation where the GP can get unobstructed access to your sister there's an access issue .

there is no requirement for a criminal act to be undertaken for S.136 despite it being the Police who use it ...I considered retaliating by acting towards her the way she acts towards me, in the hope it will put the situation more out in the open. if you arenlt all ready famialr with the Mental Health act and the mental Capacity act you may be best served by doing a little research - the rethink and mind sites are good sources for this and offer a reasonable balance ...
Waiting lists to see mental health professionals are variable. The worse things are the shorter the wait.
If the person is or has the potential to cause harm to themselves or others it can take days (or hours in extreme cases). GP and local nhs trust funding can also affect waiting times.
