Looks like an agricultural / tractor trailer?
Some large operators have their own vehicle serial numbers fitted to their vehicles when they're mostly used off road. The photo doesn't show the top of the trailer. I'd hazard a guess that the correct reg number is right at the top of the trailer, out of shot, and the visible one is just a company identifier.

It makes it illegal in both.
A foreign registered vehicle being used here needs to be legal in its country of registration.
The plate falls foul of that. The UK is the only country, as far as I'm aware, that doesn't have trailer specific registrations in the EU. So it falls foul of that.
It's a UK vehicle going by the builders name and operators phone number, so why would it be foreign registered?
