S&S ISA Switch To Cash

I believe from July you can empty your S&S ISA into a cash holding and back again so on that basis (and considering I am very cynical) would it not work to put the cash in cash from April to August, in shares from August to April thus riding the historic market pattern tax efficiently? (by shares I mean solid (!) FTSE 100 main stay ones)
