recommendations for restoration services

My partner has a 25 year-old Cannondale touring bike that is looking a little weathered. The spokes have rusted, most of the ali pieces have some surface corrosion and there's some bubbling paint on the ali frame. The bike has huge sentimental value - she cycled across the US with it so restoring rather than replacing is preferred.

In my youth I used to work in a cycle ship so am comfortable with taking it apart and putting it back together. But I'm looking for help with the following:

rebuilding the wheels with new spokes and perhaps 700c rims rather than the current 27" rims (need to check if the brakes can cope).

stripping the paint (chemically or via media blasting) from the ali frame and steel fork and then refinishing

sourcing replacement brake lever hoods

sourcing replacement Cannondale decals

Any thoughts or recommendations appreciated. I'm in south Hants but can travel if the shop is worth it.

You should be able to get some decals made up at one of many places on the internet, just have a google. All they'll need are pictures and dimensions.

Frame resto wise, Argos Cycles in Bristol are very well regarded.
