Le Mans website ticketing states:

Free of charge for children under 16 (born after 06th July 1998) with an adult.

So on past experience please, how many such children will they let in with an adult?

Do they enforce one-to-one ratio, or may I (with my ticket) take my two kids in (with no tickets) with no questions asked?

You should be OK, however if your kids come with stubble and deep voices you might have difficulty even if they are wearing school uniform

Easy take one kid in leaving other chained up outside, chain no 1 kid up inside and go and get kid no2 through gate.
Only if the kids are old enough to be left alone for 5 mins

So I need two chains, and two locks, three walkie-talkies and lots of euros to pay the 'you cannot chain les enfants 'ere'' fines?

I've taken my two in without a problem and they were never checked even up to when my daughter was 18 smile

We're bringing an under 16 this year. Do they just let him in at the gate or issue an foc ticket? Not too sure as it's not clear in the ACO booklet

just turn up at the gate.
