2004 Megane 1.9 DCi 120 - Lack of power

A friend has just bought one of these with "le bottom"
Its the diesel dci 120 version of the 1.9 turbo motor but he is saying it lacks any real guts - my suspicion is that there is some kind of problem with the boosting system.
we looked at the EGR valve although this doesnt really give lack of power problems but when we opened it up it didnt have any carbon inside but there was some oil.
the car lets off a little bit of sooty smoke when you press the accelerator down hard on the move just that its seems to be all show and no go. otherwise its idling nice and drives well (so long as you dont want to boot it)
is this a common trait of this engine? any fixes to try or visual checks???
We will be checking all the vacuum lines and the pipes on the intake for splits and cracks in case its losing boost but from listening to the engine there doesnt seem to be any whistling noises from the turbo or the noise of any escaping boost.
