Why would you have a spare seat belt tongue plugged into the seat belt buckle?

You can see the belt and tongue on the door pillar so presumably the driver had to find a matching tongue. I'm assuming this is done to avoid the warning 'bongs' when driving, but it seems like some effort to go to not to be annoyed when not wearing your seatbelt. Curious why you would do this.

Yeah, that thought did cross my mind. If you had a medical exception this would avoid having to modify the car and it allows other drivers to still use the seat belt and get the 'bongs'.HTP99 said:

Common in France. I'm currently in the Ardeche and would observe that probably 50-60% of local drivers don't wear belts. Nor do they ever, ever exceed 36mph...
