Someone not pulling their weight!

so half rant half advice seeking post.
Recently my patience has been running thin with a colleague of mine and its got to the point I am angry during work and even after leaving work.
So some picture painting. My colleague is a middle aged woman, She is one of those annoying people who think everything in life is against them and that nothing is their fault etc. Was probably the kid in school who would say "the teacher hates me for no reason" when in reality she was just a stroppy brat. anything that's asked of her she throws a tantrum like a child and argues with it. Any slight change in procedures/guidelines will be met with more tantrums and "unfair" whinges from her. And she's the usual office cretin who make comments/remarks about others behind their backs but smiles and say's hello in the corridor when she meets them in the corridor, Ive no doubt i have already had these made about me. you may know the type of office people Im explaining.
so currently i work in an office which is segregated into departments which focusses on various issues. Myself, stroppy colleague and another colleague work together. I wont go to much into the role as it would boil some piss, But it essential is dealing with not very pleasent people: junkies, wasters and the kind of benefit families the daily mail write about, Its not a nice job and certainly not what I applied for.
The problem im having with stroppy colleague is she barely does any work! this is incredibly infuriating for me as it means I do most of it while every now and then again looking over at my colleagues desk to see her texting away on her phone- despite mobiles being banned from the office for date protection reasons., chatting to the other women in other departments, just walking off and making coffee 10 times a day.
This has got to the stage where i am constantly working and trying to get through a massive backlog of work as more keeps pouring in while my colleague sits and twiddles her thumbs.
A couple of days ago I finally snapped from my usually submissive quiet self, I tried hinting about the situation how busy our work load is etc. Her response was a shrug of the shoulders and a "i dont care" which made me want to punch in her face, im sure she hates her job just as much as i do and she is not doing this of spite but her selfish self does not see that the less work she does the more work i get, she just doesnt care about that and is quite happy for me to do all the work. I finally gave up with hinting and mentioned how her sitting not doing anything leaves me more work, which she wasnt happy about and instantly became defensive saying how much work she does before shouting "whatever!" and went back to her phone which raised some heads around the office.
today has been no different to the point where i can feel my blood boil as i see her just staring blankly at her phone at her desk for 15-20 minutes at at time. But i am at a loss as to what to do next, Its became clear that a discussion with my colleague is a pointless task. Taking it up with a supervisor/manager has crossed my mind but i have a fear of this turning into an official thing in which im not too keen on and may just bring more scrutiny on all of us rather than the individual concerned hence ive already been trying to keep myself whiter in white just in case.
We work in a small office of around 25 poeple or so, a range of part time and full time etc. Now i wouldnt say its a close office but its the usual office environment and im not keen on becoming the unpopular one especially being relatively new guy (5 months compared to her 15 months) and if I were to escalate this to a senior I will still have to work next to the woman.
anyone any ideas on how to deal with this situation, similar scenarios?

Got a similar situation in my place of work. Similar environment too.
I would raise it with your manager, albeit indirectly maybe, and ask for confidentiality on the matter, just so that it is brought to their attention. They're going to notice sooner or later so sooner rather than later. Besides, doing the work yourself is going to portray you in a good light and may end up with you being promoted out of it in the long run while she gets the boot.

Come up with a way to improve the process that management will go for but which will actually show who is working on what job and how many each of you have got through. Use some spin that it will help performance metrics and suggest it would be good for the manager to be able to track the backlog and number of jobs dealt with each week. Would think you would have some sort of system for this already but sounds like you don't. Plenty of free ticket logging type bits of software online that you can use to count the jobs worked and assign them to people. Sounds like your manager doesn't have a good hold on the amount of work coming in and out and any backlog building up.
