Why does the MK 7 Golf do this?

I've got a new bluemotion TDI on rental, just wondering why it limits the rpm when stationary? Is it to stop muppets like me over revving them when they are cold or something?

I would be guessing it's to stop people from redlining it and then dumping the clutch causing untold pain and misery on the clutch, gearbox and all other drivetrain components. It could also be to prevent turbo death from lots of RPM's in the turbo when there's little cooling air. There's probably something in the owners https://www.youtube.com/watch?v=GZ37N_GBklk
