Rear uprights question

Hi All fitted the rear uprights today which I think are not now sided but common my question is in one side of the top fixing hole is a internal metal spigot which protrudes out a few mm thus the bolt and washer stand off from the alloy upright see picture. Does this seem correct or am I missing something?

No this s correct.
What will happen is as you tighten the bolt that sleeve can pull through the upright to tighten up on the bush in the rose joint.
This design is commonly used on alternator mounting brackets.
