What to do about this?

Hi guys
You have all been really helpful so far after I purchased my new car last week (I've had to post a few times!). I don't know too much about cars so any help would be appreciated.
The only imperfection on the car (other than a couple of tiny stone chips) is this...

Can anyone explain what this is? The paint seems to be warped. It's fine as it is but I'm worried that it will spread. So my question is...what is the best thing to do at this stage to prevent that/repair the panel? Also, would this be the type of thing covered under warranty or will it be considered wear and tear?

There has been some kind of chip at the far left side of the imperfection and there looks to be a bit of rust. But I'm more worried about the light colour that appears to be spreading out from the rust. What is this!?
Rust, I can deal with, but if there's some inherent issue in the panel, I need to know if it's something that can be fixed or am I going to have to replace the whole panel (and if so, is it likely to be done under warranty).
The light colouring appears rainbow-coloured when viewed in daylight (when looking at it from different angles).

I would suggest that the white colour is the clearcoat delaminating firm the base coat. Essentially, the chip caused some damage and the clearcoat is now detaching from the paint and slowly spreading further away from the original impact area.
If so, there is not a fix apart from repainting, and depending on the skill of your painter it may be possible to local it, or paint the complete panel.
