Are my brakes binding???

Hi Guys

Whilst checking my winter wheels fitted i noticed the wheels seem to drag a fair bit when spun by hand. What do you guys think?

doesnt look too bad..the driven wheels have to turn the driveshaft /diff so it wont spin like a top
