Its a good question, as you don't seem to see many (if any) proper tank simulators these days. I remember there being quite a few in the 90's, and a handful that I knew of for the PC in the early to mid 2000's, but these days I can't think of dedicated ones.
As mentioned the ARMA 2 / 3 games are pretty good sim's, but you'll either have to make your own tank missions using the editor or play the handful that are in-game as standard. You may be able to download pre-made missions perhaps as well.
Steel Armour is out there, and I have Iron Warriors, but that's fairly dated now and was a bit ropey when it came out if memory serves. Both are proper sims though.
I'm playing a fair bit of War Thunder:Ground Forces at the moment, and although it is very arcadey, you could play on the higher "Sim" difficulty to not have the external views and be required to work the engine and gears manually. Not a proper sim by any stretch of the imagination though.
I'm sure I've seen a fairly new Sherman tank simulator on STEAM recently, but a quick search couldn't find any results. If you have STEAM it might be worth looking through the whole 'simulation' catalogue for something?

I have both ARMA 2 and 3 for my rig, the games in question would be for my old man. He wants a fair degree of realisum but with the controls a 64 year old would understand 
I seem to remember him saying that he had Steel Beasts but it would work on Windows 7.
War thunder might be worth a shout. Do they do any of their missions in an off line mode or is it like WoT where its all online matches?

At the moment all of the War Thunder games are online. Having played WoT I didn't much like it as it felt too clinical; the tanks all shiny and just knocking hitpoints off each other. With War Thunder they are dirty, scratched and rusting, and its all about blasting through armour, it feels much more fun and realistic to play and look at.
Tank sims have always been a bit niche, and something I've dipped in and out of over the years, but the only one's I've ever known that are on 'modern' platforms have been listed already. I seem to remember the Amiga had some good ones though!

War Thunder looks amazing. The first time you boot it up and go for a spin is an eye opener and my jaw dropped. Especially after hundreds of games in WoT.
As for the realism that is debatable. It is good that you can get one shotted so you really have to think about peaking around a corner. But there is no cockpit mode even in simulation difficulty and the lower class tanks skid around like forza. If you're into planes as well then it is a no brainer. Online only though, sadly.
I recall there may have been a tank mode in Red Orchestra. Has anyone played that?
