Well, firstly you need to decide on engine type. 'BEC or CEC' into google will produce lots of results.
Apart from that I'd keep an eye out for rose jointed suspension, 13" wheels, and a good adjustable pedal box - all of those items are things you will only upgrade to later at a cost of 2k if the car you buy doesn't already have them.
Also bear in mind that a highly specced Indy R will be worth the same as a very nice VX220 turbo - in hindsight I'd prefer the usability.
