Don't txt while driving

A few days ago I was waiting at a T junction and a girl drove past, quite clearly texting. I pulled out behind her and followed her for around a mile. She was swerving all over the road. We then approached a small roundabout, she entered the roundabout while I waited for a gap. I could clearly see she was still on her phone whilst negotiating the roundabout. How do I report her? I have her registration. I was shocked by her swerving all over the road in a residential area.

I'm not normally one for harsh punishments but anyone caught texting (I'll give you, at above 5mph), needs a lengthy if not lifelong ban.
It's not about vengeance, it's simply that such a person could not be trusted to ever acquire the skills or responsibility necessary to be trusted with a car if they thought that was sensible. That is not something you need to be taught. Nothing personal, you're not being blamed, but you're not cut out for operating heavy machinery in a public place.

When abroad I've gone into mall's and immediately got text alerts so it's possible the adverts not staged.
I saw the results of inattention a few years back at the lights when someone beeped a horn while the lights were red and the driver at the front of the lights accelerated across the junction before realising the lights were still red causing an accident.
According to the us highways agency texting while driving is six times worse than drink driving:

I see innumerable people daily, sat in the middle lane just below the speed limit, wandering from side to side in their lane, and more often than not into lanes 1&3 as well. The infuriating thing is the moron texting thinks by "hiding" their phone below the windows, no one will guess that they are on their phone. Well your s
t driving, constantly looking down at your lap & one hand on the wheel gives you away. Unbelievable that grown adults do this at motorway speeds, often in poor conditions to add even more danger to themselves & more importantly ME!!We have two ways to deal with this-
1)We either legalise phones whilst driving, so people can at least text/call with their phone in their eye line, but enforce the offences of driving without due car/careless/dangerous driving, so it is down to the driver to maintain safe standards.
2) much harsher penalties. 1st offence 6 points £1000 fine. 2nd offence 3 month ban + big fine. 3rd offence year ban + big fine. All offences result in phone being confiscated & destroyed.
