Anyone know the answer to this? I test drove a german 2004 996 cab and you could opererate the hood at speed. But all reviews seem not to mention that this is possible, or was standard equipment.

It's an aftermarket modification - it also allows the rear windows to be raised when the hood is lowered.

Certainly standard on the 997 (up to about 30mph) - as is being able to raise rear windows when hood down.

Standard 996 turbo can be opened & closed under 30mph.
Rear windows can be closed by simultaneously pressing down the roof sensor button just above the rear view mirror.
