For hire cars.

I have an annual policy that covers hire cars for any excess up to £50,000. Instead of buying 'collision damage waiver', etc.

I think that the policy is designed to top-up a primary policy, hence the 'excess'

However, if there is no separate primary policy, and I need to make a claim, so the 'excess' would be 100% of the claim, would this kind of policy cover it?

Read the policy.

I think that policies like this do exist - in the US they often come as standard with credit cards.

No one on here can tell you what your particular policy says though.
