Can't get new tyre onto rim

The tyre in question is a 12" to go on a plastic rim. I've got it onto one side of the rim, popped the tube in and got it about half over the other rim. Have bent two tyre levers, tried using a washing up liquid solution, and looked at the screwdrivers!

What are the other hints and tips I need???

The valve should be at the top of the wheel, then the bead of the tyre(already on the wheel)should be in the middle of the groove of the wheel, thus giving more reach to the outer bead.

Hairdryer on the tyre and spray lots of grease on the rim where you are struggling with

Obvs run degreaser after over the rim

12" is it a kids bike?

Will give the hair dryer a go tomorrow. It's for a pushchair wheel, so can be quite rough with but do need to get it to work.

I've had to replace far too many tubes in the 12" plastic wheels on our three wheeled buggy.

Getting the bead of the tyre right down into the profile of the rim helps a lot. In the end I'd done so many I could do them without levers.

The kids are well out of buggies now, and the blasted thing went to the tip....yay

I have to warn you that once they start to puncture they make a habit of it and the tyre is bespoke IIRC.
I was so fed up with the pain of changing tubes I sold the pram.
Very annoying.

Not Phil and Teds - NZ- built Mountain Buggy and uses std 12.5" tyres and tubes, so parts are easy to get.

Anyway, left the tube inflated in the tyre last night and it all just when on easy first go this morning. Ta for the other hints.

If they are a standard schraeder valve, take the core out and put some stans sealant in. You can get a small bottle. You wont get punctures again. Doesn't help in having to change tyres though !
