A moving toothbrush in my rear view mirror

Well blinkin' 'eck. Have I now "seen it all".
Trundling through Newmarket ( N Wales) today, I am behind a large farm tractor doing about 20 in a 30 limit when, to my astonishment, I see a lady driving towards my boot with her right hand moving vigorously by her chin.
As she came nearer, I could see a toothbrush in her hand. Brushing her teeth whilst driving!! She seemed to be looking down for long periods, probably a couple of seconds at a time. She then produced a plastic cup and seemed to swill her mouth out and then spit it
back into the cup. ( how did she fill it? )
What to do?
I can't overtake the tractor to get out of her way as we are in a limit and also the road curves left, obscuring the road ahead.
I dropped further back from the tractor to leave some escape room but this brought her nearer to my boot. She would look up and drop back, then look down and get too near
Of course, I was having to give her so much attention, I was distracted from giving the tractor ahead the attention it deserved, as they often stop or turn suddenly with no signals.
Fortunately for me, the limit expired and I booted past the tractor and left her to it.
The road is quite straight for some distance at that point and I last saw her, still behind the tractor,
presumably using a commode or Port Potti. I made a note of her number but see no point in reporting it.
Sheesh!!!!!!!!!!
What would others have done?

I saw something similar some years ago when I was doing about 70 or a bit more on the M25 between J18 and J19 one morning. A daft bint in a BMW (what else?) right up my rear end in lane three applying bloody eye makeup in her interior mirror! I called the local BiB and spoke to the traffic people but they said that without corroberration (sp?) and me swearing on oath in court they couldn't do anything.

I'm no fan of Brunstrom or modern roads policing policy, and I'm not having a go at you, but I'm pretty sure that this sort of idiocy has been with us longer than either of the aforementioned, one half of the population is now and always has been below average intelligence, and the average ain't that smart.

if you'd braked hard when she was close to you its probably the last time she'd ever have needed to brush her teeth again...that said, removing a toothbrush from a brain cavity is probably fairly unpleasant work....
Clearly it is a cavity so probably a painless operation in her case, maybe diy.
A long time since I last spotted one but today I saw a chap smoking a pipe as he cruised up the rather busy A1.
Suspect it was a full time appendgae rather than a short term one like a toothbrush.
I would guess that would cause more damage than a toothbrush in the event of activation of his airbag. Probably provide proof that smoking causes brain damage?

Very true.... But, and here's the difference, there used to be
on the roads and so they got caught. Now they can drive past a Gatso, eating a salad while being given a BJ. As long as they're under the speed limit, nothing will ever happen to deter the behaviour. 
Put the emphasis on some and you'll see what I mean - The majority can't - even my wife comments on the fact.

There was an old chap in the village where I grew up who used to ride an MZ 125 (dire things), he had open faced helmet and would puff away on his pipe whilst tootling through the village.
