Paperless car tax and the motor trade

I have a couple of mates in the motor trade, and we got to discussing the new paperless VED system the other day. Neither of them had heard how the new system would work for cars "In trade", as they will be untaxed from the first day of the month after they are traded in.

Neither is a sell from street corner type of operator, but they do have several cars at a time that are bought with tax and kept on the road currently, as well as stock on forecourts that might or might not be taxed.

The system as it stands won't allow them to do this, as far as I can see - it looks like cars bought in that wont be stood on a forecourt will need to be registered via DvLA as having a new keeper, something that can affect value or saleability.

Are we missing something, or is that how it will work from October 1st?

Not heard it isn't! It'll be needed more than ever, but isn't the complete answer.
